If a kindergarten student/kid failed kindergarten - they are not threatened
to be incarcerated or "eliminated." I see the Relief Goddess Office, its
responsibilities (n' such) as a job - not a school.

If we split hairs, then I don't disagree with you at all (about the
sisterhood). But, I can't justify what I see AMG (and its characters) as,

The connections between Skuld, Urd, and Belldandy and different from
Belldandy and Kami-sama. That's how I see it.
