Yes, there is a lot of difference between LD/DVD: 
1 st, the LD only can handle <50 min of video in each side of it, when the DVD
can contain >4 hours in each side (dual layer), and up to 8 hours of video
(dual layer dual side). 
2 nd, the DVD allows multiple sound track, and subtitle in a lots of
languages. (it isnt amazing? You can have anime with original japanese sound
and English dub in same disk). 
3 rd, the image of DVD is better than LD, Sound too. 
4 th, DVD has much minor size than LD. 
5 th, many company in USA are lunching anime in DVD, there is already ~40
title in sale, and each month have 2~5 title being lunched.
6 th, more and more the DVD will become the favourite midia to lunch new
titles when the LD will be thing os past.

I cant believe how you can appreciate the beauties of anime with that low
quality image of VCD? If you compare the quality of two, youll be amazed by
DVD!

Congratulations, you have a computer, that a important item to get a cheap DVD
player in you home! You may buy a DVD kit of creative labs (Encore Drx2,
~usd300). Its very good, offer 2X DVD reading speed and 20X CD speed. It also
allows you change the region code for 5 times, but only 5 times. (in the net
is programs made by Encore users that can allow you change the code how many
time you want, but is illegal! I cant offer you details about them in ML, 
because I afraid the fury of other ML member about illegal things. You know
what happened with the mp3 stuff. ^_^;). But, thank Goddess, most of anime
title lunched is code 0 (free code). ^_^.
