Have your friend go to

http://super.win.or.jp/~doi/ML/

and click on "Megami ML" at the top of the page.

Then just have your friend fill in his/her email address, pick immediate or
"matome okuri", and click the "subscribe" button.

You can do this for them if you want to.  I've subscribed and unsubscribed
people (at their request, of course!) in the past.
