I think she's more of a pest myself. For a demon, she can be a
nice, wacky person - she's anime evil, which means that we rarely
see actual cruelty. Perhaps that mind control of Megumi was the
worst she's gotten. Hell, the goddesses certainly don't seem to
mind her. The Lord of Terror and that little kid from 97-103 or
so were more 'evil' in a philosophical sense, and only the LoT
really followed through.
I thought of using Marller as the villain in my fanfic, but
decided against it for precisely that reason. I didn't think
people would be afraid of Marller, worried that she WOULD
threaten Megumi. She just...doesn't have it in her. She
reminds me of Strikeman, actually. ^_^
