Well, IMHO, it's a combination of fantastic art work, and great character 
chemistry. What I mean is that the characters seem realistic, and they 
interact realisticly with each other. For example, Keiichi know _that_ he 
loves Belldandy, but he doesn't seem to know _how_ to love her. That, combined 
with a touch of laughs, makes Ah Megami-sama the best anime out there.
