That was my fault.  A Spam comment.

The scenario goes something like this:

Urd is reviewing an old tape of prophesy logs and sees that K1 was
predicted to meet his love on the day Belldandy arrived.

She thinks "Oh, it was destiny after all" and starts to dig a little
deeper, to find that the log entry has been erased from the current
system.

The question then becomes: "Did Belldandy act preemptively, before K1
could meet his (presumably mortal) match?"

If she was asking for forgiveness BEFORE arriving in the mortal plain,
then she must be culpable.

There are shadings from here all the way to having Miyu "save" K1 from
the three Shinma sisters and then sealing his misery away in pleasant
dreams forever.
