I think Chihiro was the only way he could bring back the senpai's. Still, your point is well taken. Chihiro is OK, but she's not good enough to warrent the exposure she's had of late. In the process, we've been watching this stagnate for years. First the romance was mostly dropped, then the series began going downhill with occassional lifts here and there. And when Fujishima-sensei introduces a new character, these days they've been misses (the Gate, the mermaid creatures, the alien mechanical creatures all jump into mind). You know, I wouldn't mind seeing another real battle along the lines of the Lord of Terror arc or the Angel Eater arc. Those were good stories from an action/adventure point-of-view. Tenchi Muyo!
